European Politics
The 1883 Limoges Town Hall, a landmark since 1975, has been largely lost after it was set on fire during France’s fourth week of cost-of-living protests. Prefect Maurice Barate said the roof collapsed onto lower floors and two-thirds of the exterior has disappeared, calling it a deliberate act by hooligans. Interior Minister Laurent Nuñez reported about 400 arrests Saturday and blamed extremely violent, radical far-left groups.
Speaking of immigration, a 47-minute Muckraker film, Replacing Europe, follows the West African migrant route through Spain and France to Britain. A Nouadhibou center displayed U.S. Embassy funding under the Julia Taft Refugee Fund. UN migration worker Sheikh M. Kromah said the entire migration is a game and Spain will not stop the boats because EU funding depends on managing arrivals. ACCEM, a Catholic NGO that received about €225 million in 2024, mostly from the Spanish state, moves Canary Islands arrivals to the mainland and pays about €75 a month. In Irun, activists painted footsteps to guide migrants into France and said they have helped some 40,000 cross. Asylum seekers in a British government hotel said housing and food are free and they receive about £300 a month. The International Organization for Migration has said countries facing aging workforces need safe, fair migration pathways that benefit workers and economies.
Geopolitics
A German trial has opened over the September 2022 Nord Stream explosions. Former Ukrainian officer Serhiy Kuznetsov is charged as an accomplice to a war crime. Prosecutors say seven suspects operated on behalf of Ukrainian state authorities, which Kyiv denies. Investigators allege divers hired a yacht and planted explosives on Gazprom-majority pipelines that delivered Russian gas directly to Germany. An indictment summary says Kuznetsov and other military personnel planned in late February 2022 to halt deliveries and cut Russia’s war revenue. German media reported he was overheard in Italian custody saying a lawyer advised admitting an official military operation. Kuznetsov’s defense argued that he acted as a soldier and was prohibited from disclosing details of his military activities.
In other news, Egyptian President Abdel Fattah el-Sisi said Egypt will defend Saudi Arabia from Houthis if asked, after a Riyadh airport attack killed 13 people, including an American. He called parliament into emergency session to authorize intervention, saying harm to Saudi security is inconceivable. Houthis have seized Red Sea coast territory, announced a blockade on Saudi ships, and attacked the east-west pipeline and Yanbu terminal. Brent crude reached $110 a barrel.
US Politics
A federal judge on October 15 dismissed the Justice Department’s suit against New York City’s sanctuary policy, ruling states need not join federal immigration enforcement. Judge Ramon Reyes wrote that preemption arguments are a backdoor around the Tenth Amendment and that the anticommandeering doctrine means nothing if states cannot control their agencies. Mayor Zohran Mamdani called it a victory. Homeland Security said the city ignored 14,916 ICE detainers from January 20, 2025, to September 14, 2026, tied to 47,750 criminal charges and convictions. A former Trump administration Justice Department official argued that the judge misread the anti-commandeering doctrine and that the city’s statutes prevent states from actively obstructing federal immigration enforcement.
Another federal judge ordered Secretary of State Marco Rubio to reopen the 2027 Diversity Visa lottery by November 1, with a 30-day window and selectee notice by December 3. The 1990 program issues up to 55,000 green cards by lottery. Officials froze it after a December 13 Brown University shooting that killed two and injured nine. Officials said the suspect entered under the program, and Kristi Noem ordered a pause. The government argued statutory deadlines had passed.
Meanwhile, Americans’ trust in fellow citizens to make democratic judgments has fallen to 51%, Gallup’s lowest since 1974, including 53% of Democrats, 51% of Republicans, and 49% of independents. The share was 86% in 1976 and has stayed below 60% since 2018. Local government scored 67% and state government 55%, versus 42% for officeholders and 33% for the news media.
In another poll, Gen-Z life satisfaction has inverted the historical curve that peaked in youth. Gallup found 44% of adults 18 to 29 thriving through the third quarter of 2026, down from 64% in 2010, the steepest drop of any age group. More than a quarter reported treatment for depression, up 11 points since 2019. Adults 65 and older rose from 38% thriving in 2008 to 53%. Some analysts described related headlines as overstated, attributing much of the decline to COVID-era effects and noting that increased treatment reports may reflect reduced stigma rather than a unique clinical spike.
Economy
UBS is considering leaving Switzerland for the United States over capital rules after absorbing Credit Suisse in a 2023 government-backed rescue. Contingency plans are in place, and American partners have made approaches, though no negotiations are underway. The upper house backed requiring UBS to support foreign subsidiaries with 90% common equity tier 1 capital, which the bank says would add about $16 billion over seven years. Lower-house approval is still pending. Artisan Partners urged the board to abandon Switzerland, describing the rules as punitive. Chairman Colm Kelleher discussed a U.S. legal home with Treasury Secretary Scott Bessent. UBS holds about $1.7 trillion in assets, roughly 150% of Swiss output.
British Politics
The UK government plans to extend the £180 TV licence that funds the BBC to YouTube, Netflix, Amazon, and Disney+. Some 3 to 4 million extra households would pay. A Whitehall source said proceeds would support local journalism and counter what the source called conspiracy theories and fake news that helped parties like Reform get elected. A separate green paper would make platforms give algorithmic prominence to public-service broadcasters. YouTube’s David Wheeldon said that would force special treatment for government-picked organizations. Nigel Farage called it appalling state censorship, and House Judiciary Chairman Jim Jordan wrote that it would be a major threat to online speech. A Department for Culture, Media and Sport spokesperson said the department is looking at a range of options for sustainable BBC funding, including licence fee reform, but no final decisions have been made.
Energy
A global LNG shortage has made Europe’s remaining coal plants profitable as gas prices climb and grids still need conventional power. Energy Aspects put German lignite spreads at as much as $72 per megawatt-hour this month, versus zero a year earlier. The IEA now expects European coal demand at 276 million tons in 2026, down from 292 million last year but above earlier forecasts as higher gas prices slowed the decline in Germany and Poland. Germany had released a roadmap to phase out oil, coal and gas by 2045.
Health
HHS Secretary Robert F. Kennedy Jr. said Anthony Fauci was right that measles would surge after COVID-era missed vaccinations, which drew criticism from MAHA supporters. Kennedy said Fauci had warned more people would die from measles than COVID would save because vaccination programs were shut down. Fauci’s diary, publicized by Sen. Rand Paul, said low childhood vaccination rates would produce far more excess measles deaths than coronavirus deaths among children.
