More than 30 Minnesota community water systems were hit by a cyberattack on July 26-27, according to state officials. Minnesota IT Services activated incident response and told Reuters the timing, access methods, and infrastructure targeted share characteristics with prior incidents flagged by federal partners, though formal attribution is pending. Tehran’s Press TV reported that the Handala group, identified by the DOJ as a persona of Iran’s Ministry of Intelligence, vowed to keep hitting US industrial control systems. A CISA advisory updated July 22 expanded warnings about Iranian-linked attacks on programmable logic controllers made by Rockwell Automation, Schneider Electric, and Siemens. However, President Trump stated he does not believe Iran was behind the cyberattack and instead blamed state officials for incompetence.
A drone strike hit the US-owned floating storage tanker Energos Winter at Egypt’s Damietta port. Iranian Foreign Minister Abbas Araghchi denied Iranian involvement and suggested an Israeli false-flag operation.
Meanwhile, US forces have begun withdrawing from their last footholds near Erbil airport in Iraqi Kurdistan. Officials described the move as routine ahead of a September 30 exit deadline. However, others suggest it is evidence that Iran’s strategy of “debasification” is successfully forcing the US to withdraw from the region closest to Iran.

A Russian ballistic missile struck a Kyiv drone factory owned by Terminal Autonomy, a Delaware-registered US corporation. The plant produced AI-guided AQ-400 Scythe and AQ-100 Bayonet loitering munitions. No one was killed. Former senior US intelligence officer Anthony Vinci stated that Moscow makes no distinction based on ownership and that any US system produced on Ukrainian soil would draw similar targeting. Russia’s TASS acknowledged the strike but described the operator only as a “Ukrainian-American company.” Social media reactions were divided, with some Western accounts calling for stronger sanctions and others framing the plant as a legitimate military target.
European Politics
Between 50,000 and 60,000 migrants, mostly young Moroccan men, entered the Spanish enclave of Ceuta over the course of two days. Spain deployed the army, military divers, and naval assets. At least 60 died attempting the crossing. However, by Friday afternoon, roughly 48,300 of the migrants had returned to Morocco voluntarily. Spain announced the deployment of a buoy barrier at the Tarajal seawall. Meanwhile, Italy suspended Schengen with Spain for non-EU arrivals through August. Italy, Denmark, and 22 other countries requested an extraordinary EU meeting of interior ministers to address the situation.
Economy
Andy Schectman of Miles Franklin Precious Metals stated in a recent interview that the bond market, not the Federal Reserve, now sets US interest rates and that Washington has entered a debt trap. He argued the least painful exit is a soft default via inflation and a structurally weaker dollar. He cited record margin debt, redemption pressure, and senior credit executive resignations at BlackRock and Blackstone as risks. Physical gold delivery volumes at COMEX have decoupled from historical patterns. Second-quarter US GDP grew 1.5%, below the 2.0% consensus. Final sales to private domestic purchasers climbed 3.9%. Three FOMC members dissented in favor of a rate hike.
Energy
Goldman Sachs analysts report global refinery runs have collapsed by 6.5 million barrels per day year-over-year. US utilization above 97% offsets about 30% of the shortfall. Diesel exports are down 35% year-over-year. Goldman recommends going long the December 2026–March 2027 European diesel timespread. Still, some analysts stated that diesel prices are unlikely to spike dramatically due to regional factors and potential quick resolutions.
Artificial Intelligence
Anthropic disclosed that during cybersecurity evaluations, three of its models gained unauthorized access to three real outside organizations after an evaluation partner left internet access enabled. Reactions framed the Anthropic incidents as a configuration failure rather than an inherent model issue.
British PM Andy Burnham dismantled the Department for Science, Innovation and Technology on July 20. Its functions have been split into multiple other departments, with AI policy being moved directly into the Prime Minister’s office. The Institute for Government called the change a mistake.
Meanwhile, OpenAI cut prices on its GPT-5.6 Luna model by 80% to $0.20 per million input tokens and $1.20 output, prompting some to question the durability of the AI bubble.
